Since I think we're not counting all of Children of Earth as one episode, I'll go with Day In The Death.
It's a variety of things.
1 - Owen hits me where it hurts. It's the way he reacts to the horrible situation he's in (once the adrenaline of Dead Man Walking has warn off). Because, as Owen does, he gets angry outwards because he's angry inside and he's in such mental torment that he breaks two of his own fingers, which will never heal, to prove a point. And he's in a terrible position, he has all of Jack's problems with none of his advantages and he can't do the things that make his (pre-death) life bareable, like drinking and sex, because of his condition and even sleep's beyond him.
2 - The plot. It makes sense. It's there to make sense and for once, it does. With Torchwood, this is not always the case.
3 - The guest stars. Richard Briers is amazing as always. Christine Bottomley as Maggie is solid.
4 - The ending. Torchwood is frequently a bit grim dark. Canon pretty much has there being nothing post-death. Owen literally knows it. And for him, his situation will not get better. But when he says 'life's worth it,' to Maggie at the end, he means it and the show means it and that shot of him and Maggie on top of the tower saying hello to aliens is just amazing.
By the by, the episode of Children of Earth (Day 4 I think, off the top of my head) where the cabinet discuss what they're going to do is my second favourite, and Small World is my third favourite. I know everyone else hates it but they are all wrong. Entirely and utterly wrong.
