Do any of you know what the conditions are for a foreigner to get medical treatment in the US/Canada are?

Are you talking about "I have X disease, I want to come to Canada to be treated for it because my home country doesn't have the latest technology/whatever?"
If that is the case, you apply for a temporary resident visa for medical treatment.

The whole thing is EYECROSSING to read, but from what I gathered, the three major things you need are:
- your disease not to be communicable
- proof that arrangements have been made to have treatments performed by a Canadian doctor
- proof of financial coverage (ie: money enough to pay for the treatment, to live in Canada while treatment is performed, etc, etc)
Which sounds about the same as the American requirements.
