It's just that I swear at least some of Raven's problems would have been sorted if she was sure if he was her brother or her potential love match, while Charles is sure that she's his little sister, and he treats her the way a well-to-do patrician would treat his little sister. And I imagine that infuriates her even more because she's got far, far more common sense than he has.
And, of course, then she does something that could have killed him, and definitely incapacitates him, but even after that, he never reads her mind or looks for her with Cerebro and just generally holds to the whole 'don't read my mind, Charles' thing, more so than he does with any of the others in the Brotherhood (and Magneto is paranoid enough to still wear a helmet anyway).
Apparently I want to write all the Charles and Raven fics, it's just that sometimes they shade into and out of Charles/Raven and I can hear people going 'but they're brother and sister' and it's like 'yes, but no,' and Raven arrives literally post-Westermark effect cut off and ... I want to write all the Charles and Raven fic :)
I agree so much on all of this. It's really rather fascinating. I love the dynamic.
I could even see a conduit situation (threesome where the third party is more about connecting the other two is the easiest explanation though not quite right) with any combination of Charles/Erik/Raven here.

(and yes I am doing massive backreading catch up)
