I think it's because Batroc is a notoriously weak villain in the comics so they wanted him to be a more interesting and serious dude in the movie as a shout-out to his small but dedicated group of fans.
Ha! I said the same thing about the scene with Pierce at the end. Tie him up! Knock him out! Just don't let him monologue!
